Honestly, if taken as their respective underlying engines (Trident,
Gecko, Webkit), those pretty much make up the entire browser market.
What're you advocating?  Opera?  Very old browsers?  Hobbled cell
phone browsers?

I'd attack this from an accessibility standpoint - for example, Flash
content is pretty much invisible to both search engines and blind
people, so it's not worth using.  There are similar arguments that can
be made for other requirements.

It also depends how much you can patch the final product.  There's
nothing more annoying than a networked device a vendor has abandoned
that only supports specific browsers, or versions thereof...
