Doesn't the mayor only vote in the event of a tie? Besides, 
he is not very republican.

That deal where people can vote for council members from a 
different ward is stupid. It dilutes the vote and robs 
people of representation in their ward...

FYI the mayor is also a Republican and gets a vote at 
council meetings.

Barring gerrymandering or election tampering, we get exactly 
the
government that was elected...
