I tried two ways to check this.  First, I switched the connections to the
front-panel power and reset buttons.  This didn't make any difference.  I
then shorted the pins to which the power button was attached, which also
made no difference.  I've given up and moved on to a new box (after
finally figuring out how to mount and read the LVM-controlled HD from the
old server).
