You can use at least some of the key names from xev in the 
fluxbox keys file. Maybe something changed since you tried it 
last? For example:

    Control Alt_R :Raise

Then I tried this:

    Alt_R Control_R :Raise

Pressing the right alt and right control keys together did not 
work. But pressing the right alt key and then succeeding that key 
press with the right control key did work. Does anybody 
understand why that is?
