[Tfug] question marks in terminal for non-ascii characters

in w3m and ext3 file names, i get question marks for unusual
characters, including a strange apostrophe (microsoft?) and asian
characters (utf8?).  this is easy to fix, but where?

i am using konsole on debian etch.  here is what i tried:

LC_ALL=utf8 (i normally use C)
konsole settings
various kernel options for code pages and character sets and filenames

also, i get question marks in azureus.  i tried tools->options.
