my thoughts: 

Plenty of well-intentioned people making reports about insecure 
systems to their owners have gotten into trouble for doing so. 
This incident is no different.

If you access systems/bandwidth (esp. govt. banks, etc) without 
written permission, it doesn't matter that they left the door open. 

Adrian Lamo's exploits are kind of relevant to this thread
