OK.  I was pulling this one out of my butt.  Thought I remembered
reading that MCI had gobbled up Dakotacom a few years ago.

Actually they are.  WC and AOL inked a deal in 2000 that has gradually
made it so.  I guess ISP may be the wrong way to describe it.  AOL (and
Time/Warner and Bank of America, etc) provide services to you and I
using WC's equipment, bandwidth, etc.

ARIN will tell you who the IP's are allocated to, but not who actually
owns the equipment, bandwidth, etc that are using the IP's.  I have a
small block of IP's assigned to me.  I don't show up in ARIN's lists. 
As Tyler confirmed in his post, the telecom industry is incestuous,
Dakotacom is no different.
