Exactly.  Any effort that doesn't result in a sale is an expense
(cost of doing business).  If you KNOW you aren't planning on
buying, then it's sort of immoral? to "consume" that resource.

Like kids going to Walmart and playing the game consoles *there*
despite never being able to BUY.
