Actually, you need rsync and ssh on both machines if you want to push
files. When you call rsync to copy files to another machine, the other
machine must also have rsync to receive the data. You can test this
out at u.arizona.edu. It runs ssh without rsync. rsync won't work. You
will see
bash: rsync: command not found
