How are you simulating hotplug events?  (or, is the
LAN just a physical medium you are using to connect
to a machine "within arm's reach"?)

How have you determined this?  I.e., I can understand the
rationale behind "is-local" but imagine x11-display-device is
just a coincidence; a consequence of your use of a GUI to
interact with the system (instead of, for example, a
regular "text" console).

[Or, is it not possible to run a login session *without* X?]
