You mentioned DHCP "giving out" 169.x.y.z addresses, which to my knowledge
are so called "link local" addresses - usually indicative of the *absence*
of a DHCP server.
If you can connect a linux box, with a faster NIC than the router I think,
directly to the router, you may be able to test the link renegotiation
theory with:
# mii-tool -r eth0
Or "ethtool". See
