How do you define best? Usability is normally a criteria. You
mention memory, so does that mean that the best in your opinion
will use the least memory?
That aside,
My top two preferences are FVWM and Fluxbox.
I've got Flux running right now, and it is using 6.2 MB of
resident memory. I've heard that Blackbox and Openbox have lower
memory usage, but if you're planning to install a taskbar, I say
might as well use Flux.
On the other hand, there are some other extremely lightweight
window managers with which I have no experience. That's why I
haven't mentioned them.
