Have you searched for NON-free solutions, as well?
(sometimes you have to PAY to PLAY)

 From my read, it seems that the tool will need a *sample*/reference
file against which to reconstruct the damaged file (?)  You've not
said how the (damaged) file was sourced (phone cam? web video?)
so its hard to determine if other "similar" (though intact) videos
are available...
