I used csoft back in the day.  They terms my account with no warning
after someone reported a spam though a opt-in mailing list I was
running though their service (eg: a spammer joined a list, sent it
spam, I nuked the subscription that day, hours later, whole account
term'ed).  After many voicemails,  6 hours of idling in IRC to find an
admin, and 3 hours of explaining what happened, they finally allowed
me to have have a backup of my data.  This was 2002ish, might be
different now.

Presently I'm using http://123systems.net/ who offer a $15/year (!)
VPS plan for a limited resource VPS, among other services.  They seem
reliable and friendly.
