[Tfug] no cpu scaling lately on a core2 duo

Sure enough, if I "watch" bios_limit, when I plug/unplug acpi, it
momentarily jumps to 2GHz and then drops back. So where is the sys
interface getting the bios limit from? Surely not the bios, because
that would not be changing, correct? I thought the BIOS setting were
basically read once on boot and were not dynamic.
