Hi Kevin,
It would help to know more about what your friend is planning to do with
the website - eg hosting a blog, managing weekly newsletters, letting users
log in to do various tasks, etc. There are many tools out there, picking
the right one depends on the specifics of the job at hand.
I used to do some development on ExpressionEngine a few years back - as a
CMS/blog engine, it's perfectly adequate, if clunky, a little flaky, and
IMHO not that well written. I recall the UI leaving much to be desired,
particularly from an admin's point of view. Then again, it's been about 4
years since I've worked on the project so much has likely changed.
