Remember the foundation on what Google was based... Unlike other search 
engines of the day, Google didn;t just look at what a particular webpage had 
in the content (or meta descriptions), but it looked at what other pages 
pointed towards. So, for example, if a bunch of different pages (on different 
websites) all discussed the PCI bus and all linked to the 
webpage "http://example.com/pci_operation.htm", then the example.com webpage 
may rank highly, even if its content itself (or the example.com website) 
didn;t seem otherwise remarkable to a simple content search.
