[Tfug] Default connections in NetworkManager?

Does anybody know how to manually privilege specific SSIDs in
NetworkManager?  That is, when NetworkManager has previously
successfully connected to both FOO and BAR, how do I tell
NetworkManager to always try BAR first?

Would it make a difference that BAR is not password protected while
FOO is?  I'm wondering if NetworkManager might always privilege the
password-protected connection.

I need a solution that desktop environment agnostic, since I don't run
one.
