I would imagine there would be more (widespread) symptoms.

Of course, opening the electric panel is wrought with dangers.
I have seen at least two homes in our neighborhood (1980
vintage single family detached homes) where the mains connection
had deteriorated (imagine wires "rusting away").  In one case,
a short propagated to blow the fusing in the distribution
transformer (houses are fed in clusters of four) as well as
setting the electric panel on fire.

"I smell amps".

Look for simpler explanations, first.
