It certainly seems like it would be worth the research time to 
determine if all the software you need is available under 
windows. I know apache, php, mysql will all run on Windows. A 
brief search shows that there was an openldap package available 
for windows but it might not be around anymore. But it also shows 
that it might be possible to compile openldap under windows.

Anyway, a few hours of research may be very fruitful.
