Glen, that sort of thing is completely beyond the tech abilities of
most of the county elections officials.

Pima County's people *might* be able to pull that off, Maricopa less
likely, but the smaller counties?  A lot of their "department techs"
are barely able to *use* computers at all.  If you load Windows for
'em first.
