Microsoft is again throwing itself behind the volume leader, not the
profit leader. See also netbooks/nettops which they're using to combat
used computer sales, while still making a very thin profit selling new
licenses.
Nokia makes an incredible number of phones, but they don't make a very
high profit per phone
compared to Apple or RIM:

Basically, they realize that they've lost the developer momentum on
the phone platform to the iPhone/Android/Pre, and the only way they
can get it back is to rebuild a monopoly on the cheap platform.
