Just to clarify this point, Apple has always charged for major point
upgrades to OS X, save for the 10.0 to 10.1 upgrade which was free.
If you have the current shipping release of OS X Server, you can pay
for a 3-year update agreement for the same cost as one major point
upgrade. A lot of people do this the week before the next release,
and thus get the next two or three releases for the price of one. A
similar system exists for volume licenses of the desktop OS, but the
pricing isn't nearly as advantageous.
For the desktop OS, Apple also has "family pack" pricing for up to 5
computers in one domicile, which is less than the cost of two copies
of the desktop OS.
(oh, and I'll give a spare 3Ghz P4 to anyone who can clearly explain
all of Microsoft's OS licensing policies in 5 simple sentences as I
did above for Apple's)
