Nothing on the DSL side is tariffed or strictly regulated.  Traditional
telecom services, such as T1 are tariffed and Qwest has a hard time
competing from a price perspective even though in many cases the local
loop (physical cable) is provided by them regardless of the carrier you
choose.  In this way, a T1 purchased from Verizon might very well cost
less than the same T1 bought by Qwest EVEN THOUGH Qwest is providing the
copper to Verizon.  Make sense?  It shouldn't, but that's the government
for you.

The end result is that business services that Harry describes can often be
fairly pricey with Qwest unless they can sell you a product that isn't
tariffed, such as business DSL or Metro Ethernet.  In my experience, TWTC
tends to be aggressive with pricing.
