(As you've seen, I could not explain it as well as you, as I
really only have end-user experience with it).

really wants their DSL customers to use a third-party
ISP to increase their revenue.  Also, apparently they
are willing to give knowledgeable/experienced
customers what they want (service without the extra
ISP expence--though again, it seems they would lose
potential revenue from the deal--likely why they don't
advertise it).
