Correct.  CUPS is a completely new non-Unixy printing subsystem, so it
provides its own lpr (and printcap, etc) to be backwards-compatible.

Regarding your question of whether to file a bug, you might want to.
If vim assumes the presence of lpr (but doesn't need it), it should
probably have a Recommends (not Depends) on lpr (which, of course, is
provided by a few different packages).
