[Tfug] Wifi ESSID management

I'm using Ubuntu 7.04 on a Dell 1420. Wifi work great.
However, for some reason, my home Wifi is second choice and it always locates and connects to a neighborhood Wifi access point instead of mine. The indicator in the upper panel allows me to change to my home Wifi so that is no problem.
Does anyone know of a Wifi manager that works from the command line or a less sophisticated window manager such as TWM (a light weight GUI will do). I'm looking for something that allowing me to see a list of available networks and choose one.
I've Googled and searched through the man pages associated with wireless-tools but either am missing something or don't have the right tools yet.
