Just shooting in the dark here... have you tried creating a new user like "test" and seeing if the Applications menu drops down for him after he logs in? At least that would tell you if it's something specific to your guy's home directory....

I also tried it from within gnome using alt-F2 and "run in terminal" 
checked on so I can enter the password. It didn't ask for the 
password which matches the "command not found" behavior in a real 
terminal (sudo doesn't need a password if it's not going to function).
