I believe that xdvi is not provided as a separate package but with
TeTeX, the TeX/LaTeX distribution that Debian and most distros use.
Note that TeTeX is now defunct and is being rolled over to TeXLive
(naturally, Debian does the right thing, so it shouldn't be a big deal
to transition).
