Instead of making the telephones work and unrolling the local loop,  
that company's making itself busy with:
  - Congestion charge CCTV
  - Automatic Number Plate Recognition systems
  - CCTV monitoring of parking as "theft deterrent"

It boils down to the police needing to do more paperwork, so they  
can't do any real policing any more. So they let the crimes happen,  
and gather the (presumably trustworthy) evidence later.

Sweet. It's like anarchy and capitalism rolled into one!
