PIC programmers are trivially easy to build.  Or if you don't have time, 
Velleman makes a couple of inexpensive ones.  I bought one on-line last

There are a number of free tools to program them in basic, C, or even 
assembly language.

I believe Elliot Electronics on Park just south of 22nd sells Velleman 
products locally.
