Hi Chris,
I asked a similar question on the going rate for sysadmins with no

Looks like the median is roughly $45k or $21/hr for entry level  
positions.

$15/hr won't get you much, unless your friend's proposal can  
accommodate someone capable of learning HTML/SQL/PHP on the job.  
Asking for CSS and W3C compliant code will most likely get you heart  
attacks in the interview room for that level of pay.
