This isn't an fvwm issue; fvwm only reads the config file; X reads the
others.  By default, Debian X reads /etc/X11/Xsession and then
~/.xsession.  If it can't find ~/.xsession, it falls back to
~/.xinitrc.  Not sure why it isn't but you might want to (a) see if
you've got an ~/.xsession that's causing problems and (b) try to track
down the X faq from the Debian X Strike Force.  I just checked, and
the original Debian X Strike Force page seems to be gone.  Not sure
where it's gone to.  If you find it, please let us know.

My basic point here is that I suspect that you're being bitten by a
Debian-specific issue.  And definitely not a fvwm one.

Also, I'd suggest getting rid of the display managers and just running
from the command line.  Typing "startx" isn't taxing, you get easier
access to debugging info, and you've got one less issue in the middle.
