Bah!!! It is not a SouthPark reference, rather SouthPark made reference to it, 
as the "Underwear Gnomes", who stole Tweak's underwear each night, business 
plan was to:
Step 1: Take underwear
Step 2: ???
Step 3: Profit!

The reference is actually to that of a typical Dot-bomb business plan, which 
is suprising similar to the Underwear Gnomes as it happens.
