I've seen similar wacky problems in SG boxes. Solved by unplugging
absolutely everything (including the CPU from its socket), blowing on
it (with your face, not a gadget), and plugging it back in.
Unscientific analysis showed the main culprits to be memory and HDs.
The fact the fault doesn't change with each boot doesn't make much
sense.

Doesn't everyone? I always thought those magic bracelets were for
mugs :-)

I use plain white paper. Does the same job, and it's pretty much
anywhere you find a computer (paperless office my ar...)
Aside from one MCSE, everyone I've worked with takes the Bastard
Operator approach to ESD. I.e. it's something that happens to other
people. The MCSE had a bag full of all the regulation wrist-strap
nonsense. And chip pullers? Don't get me started! What are
screwdrivers for? Taking out ICs! Obviously!
Good luck.
