Huh?

Actually that does bring back memories.  All of the old Mountain Bell 
(pre-Qwest days) cabling for inside wire was grey.  The privately owned 
stuff was beige.

When you bought your own equipment pre-divestiture, you could not reuse 
the old Bell System wire.  But if it was in customer owned conduit, they 
had to remove it so you could reuse the conduit or abandon it in place 
in usable condition.

They eventually abandoned all inside wire after the MGM Grand fire in 
Las Vegas (Nov 21, 1980) because it turned out to violate many fire 
codes and became a liability for them.  While the fire was electrical in 
nature and the combustible decorations contributed heavily, it was 
discovered that many unsealed penetrations in walls and ceilings had 
been made for telephone cable which contributed to the disaster.

I remember getting the letter from them about wire a few months after 
the fire.  Basically they said it was now the property of the customer 
and the customer was liable for any fire code violations.
