Why not use ALSA?  OSS is obsolete and will be removed from the kernel soon.
Are you using a sound server like ESD?  That will allow you to have multiple
sound apps running at once.
Instead of rebooting, you could stop all sound applications and remove the
OSS kernel modules using modprobe.
