I have a similar problem. We have Quest DSL (supposed to be
1.5MBPS/512KBPS) and I can only seem to pull about 200KBPS. I had QoS
disabled
and also optimized my TCP receive window to the recommended for DSL of my
speed. Still, nothing. When playing CS:S, I never get a ping of less than
95. Very frustrating. But go here http://www.speedguide.net/downloads.php and
download the TCP optimizer. It should help.
