I have two answers:
1. use the system clock, don't allow users to change it
2. regularly update the system clock from pool.ntp.org

For machines that either cannot or do not have network access, (e.g.  
voting machines, older laptops, wristwatches, etc.), simply fit an  
atomic clock.
