I offered to help a long time ago, and I will still hold to the offer. I would suggest a sub-domain (devel.tfug.org) be created for work on the site so that everyone would be able to view the work done and approve it through the list. I am not sure of the arrangement with dakotacom, but I do believe that Chuck would not have an issue with this.

This has been a sticking point for the group for as long as I can
remember. Numerous times in the past we have kicked around ideas on
things to do but no one has really stepped up to own the project. I'm
not laying any blame as I know people are busy and the majority of the
information that gets conveyed is done via the list.
I would however like to see it grow. If anyone has ideas for the site, a
means to accomplish said task and is willing to own it from beginning to
end I have no problem giving people FTP access to the site. I would like
to have the list "sign-off" on any work being done though.
Thoughts?
