Things you could check:

1) Make sure the directory has write permissions by tftpd
2) Make sure tftpd is configured to use the directory. e.g., you
might need to edit /etc/inetd.conf
3) If you are using tcpd ( e.g., in /etc/inetd.conf ), then make
sure that hosts.allow/hosts.deny are configured correctly.
