Try something more specific:

debian install over NFS

brings up http://www.tldp.org/HOWTO/Network-Install-HOWTO-8.html for the
first hit.

Rather than mirroring the debian archive, you can extract the files from
the CDs you've downloaded and place them on your NFS server like others
have suggested.
