[Tfug] ISP for Qwest DSL

Oops, I did fail to address his other question about spam. See, I was
half asleep. I think only a few local providers have a system in place to
combat spam. DakotaCom doesn't currently have anything in public use yet.
We have been using/testing stuff internally for about 4-5 months without
problems.

Hopefully we'll have the same system we're using internally available to
our customers sometime this year.
