Your right, HDSL provisioned lines (almost all copper T1 lines in
Tucson, from what I can tell) have to have the NIU to convert the
signaling.

Qwest has replaced mine 3 times...  It's the fscking copper, but they
won't admit to it.  Building/area is on an old landfill, and the road
has formed a number of "dips", and I am sure that the conduit has been
crushed.  I have had wonderful experiences with Qwests line techs, but
most of the time their hands have been tied for a real fix...

The last time we had issues, Qwest decided to try new amplifiers on the
line, and checked 7 manholes, and were unable to figure out where the
original amp was placed.  Moved us over to a fiber mux about 2000 feet
from the building, and we still get frame errors from time to time,
especially when it rains.

Correct.  Depending on the CLEC/ILEC and the handover type, they provide
an integrated access solution, and you don't interface with the T1
directly.  Personally I prefer this especially for small/medium sized
businesses, as I have had server T1 CSU/DSU's and Cisco CSU/WIC
integrated cards blow up.
