I think breaking it down to more than on- and off-topic would be overkill.
I don't want to track more than two lists anyway.  As you say, this group
is small enough that we only need this split to try to deal with the
off-topic problem.  The last two you've listed would do the trick.

Not necessarily, particularly if we can keep the flame wars and name
calling in the off-topic list.  My interest in a bfug list was mainly to
provide a list away from the hurly-burly of the main list.
