[Tfug] ssh and PAM problem

One of my users is having trouble ssh'ing into the system.  It only seems to
occur, however, from the UA's new computer lab in the library basement.  The
user was finally able to give me a time, so I checked the logs and found:

Dec 10 14:14:26 bach sshd[20520]: Accepted password for mugdha from
 128.196.208.161 port 35566
Dec 10 14:14:26 bach ssh(pam_unix)[20522]: session opened for user
 mugdha by (uid=1005) 
Dec 10 14:14:26 bach pam_limits[20522]: setrlimit limit #6 to soft=-1,
 hard=-1 failed: Operation not permitted; uid=1005 euid=1005
Dec 10 14:14:26 bach pam_limits[20522]: setrlimit limit #7 to soft=-1,
 hard=-1 failed: Operation not permitted; uid=1005 euid=1005 

The problem, near as I can tell, is an error with the pam_limits module.  The
docs say the config file is /etc/security/limits.conf.  However, my config
file has nothing set (just a bunch of comments and examples).

I can ssh in from other machines in the lab, from home, from across the
country... why are these machines different?  Any ideas?
